SSL Cert during DNS Propagation

Dear Myles:

I want to buy a certificate for domain bellanca-championclub.com, which is currently hosted elsewhere.
1) Can the certificate be purchased prior to changing nameservers or during DNS propagation?
2) If not, how can we minimize this interval?
3) I quote: "Before you continue, you must use your Web server software to generate a certificate signing request (CSR). Click here for CSR instructions. If you do not operate your own Web server, contact your hosting provider and request a CSR for your domain."
