Yes, however its generally not a very good idea. You'd pay for the amount of space consumed by the server (and gear required to rack it), which generally equates to 5u or more total. Generally speaking, its far more affordable to invest in a rackmount server (or at least 1-2u chassis to migrate your tower server into), as the initial investment will pay for itself in only a few months.

You are right, a rack optimized server from Dell.ca is only going to be an extra $150.00

Indeed, the additional initial cost will pay for itself in less then 3 months at that price.
