This is a good thing to know about, if it's an intentional thing, but it should be changed in my opinion (if that's possible for cpanel to do).

This is indeed perfectly normal for CPanel/WHM to exhibit this behavior, and the reason is fairly simple. Because of the manner in which reseller servers are deployed (billing, liability, and customer configuration), when a customer runs out of bandwidth (be it a reseller, or their sub customers), their website is disabled with a message prompting them to contact the billing department (aka CPanels equivalent to "you're out of bandwidth, go buy more.").
The reseller servers are configured in this manner for simplicity (less tracking for everyone), but also because we cant allow a resellers end user to consume more then "his fair share" of resources, then reasonably bill the reseller for this (as the reseller may not know this was ever happening in the first place, and may not agree with the charges). As such, CPanel disbatches this email to let people know when they're coming up on their bandwidth limit (hence they can pre-emptively purchase more bandwidth if necessary, to ensure their accounts do not get locked in that manner). At the end of every month, the bandwidth limit is flushed, and all "exceeders" are fully re-enabled.
