Bandwidth exceeded

Hi,
What is prioritycolocation's policy on exceeding bandwidth?
1. Over the limit gives a message that limit has been reached and no further transfer is allowed.
2. Transfer is allowed and clients pay for extra bandwidth. What's the bandwidth cost?
3. Some combination of these so that if collegehumor.com links to a client the client gets shut down, but if the limit is exceeded more gradually the bandwidth is added on.
I would of course like the third option so that I don't end up paying hundreds of dollars for a link splurge but I won't go out of business because a few extra people downloaded a file.
Is this customizable?
